Why isn't the rotation I want to apply available during a specific month?

If an experience is not available for a certain month, that means the program is closed for that time period. This could be for a variety of reasons. The most common reasons being that the precepting physician is unavailable, the program has been booked and is full, or the application deadline has passed.
